A Boston-based AI startup founded by a former Harvard Law student has reportedly raised $6 million to develop tech designed to help police officers access department rules and legal guidance while working in the field. Blue Voice, which has operated in stealth for three years, announced the funding as it emerged publicly. SignalFire and Las Olas VC led the round. The company is developing an AI platform that provides officers with information drawn from department-specific policies, local ordinances, state laws, and operational guidelines.
Blue Voice was founded by David Lawrence, who left Harvard Law School after an on-campus shooting involving a police officer prompted questions about police conduct and the challenges officers face when making decisions. He later teamed up with Amit Patankar, a Harvard MBA and former Google engineer and Michael Gropman, a retired Boston police deputy chief, to build the company. Their central argument is relatively straightforward: officers are expected to make decisions quickly, navigating large volumes of laws and departmental procedures that are difficult to recall in full during an emergency.
AI built around department rules.
Unlike general-purpose AI systems, Blue Voice says its platform is designed around the specific regulations and policies of individual police departments. The system provides answers to officers’ questions and directs them to the underlying regulations or policies supporting the response.
According to Lawrence, the platform is intended to provide information rather than make decisions on behalf of officers. The company says its system is currently used by officers at 225 county law-enforcement agencies across 25 US states. Lawrence also said the platform handles approximately one query every minute.
Addressing the limits of general AI.
Blue Voice’s approach is based on limiting the information available to the system to relevant laws, policies and official guidance. That distinction is significant because a general chatbot may not have access to internal departmental procedures or local rules. The company also says its platform can provide officers with detailed school maps on mobile devices during active-shooter emergencies, while other tools are being developed for investigative work, including cold cases.
Blue Voice’s model takes a different approach by positioning AI as an information-access tool rather than an autonomous decision-maker. For now, the company’s $6 million funding round signals continued investor interest in specialised AI applications for government and public-sector operations.
